About the Position
The position is a blend of HR leader and hands-on subject matter expert with the primary focus to ensure your assigned team achieves its strategic objectives and delivers exceptional services to customers, supporting their goals and needs by collaborating closely with other city leaders to provide guidance and coaching. Human resources leaders work collaboratively in a supportive environment. While each has an assigned specialty area, each also helps and provides coverage for other managers within the HR team allowing the opportunity to work on a wide array of HR functions.
The Human Resources Manager – Total Rewards responsibilities include:
Total Rewards Focus
- Regularly review and evaluate the City’s total rewards programs for effectiveness, providing recommendations for remaining competitive.
- Provide guidance to city leaders on compensation and benefits related matters in coordination with HR team subject matter experts.
- Maintain compensation ranges, follow market movement and support the Olathe team in setting rates for hires, reclassifications and/or promotions etc.
- Align recruitment strategies to ensure compensation and benefits attract quality candidates.
Safety and Wellness
- Regularly review and evaluate the City’s safety and injury prevention strategies, providing recommendations for preventing future incidents.
- Understand wellbeing program design and provisions to help in benefit cost containment and to communicate programs effectively.
- Promote offerings to improve overall health, wellness, and safety of the city’s teams.
Human Resources Leadership
- Stays informed of compliance issues with a good understanding of federal, state, and local regulations.
- Works on cohesive communications strategy for HR program areas in collaboration with other members of the HR team, the Communications & Marketing team, and vendors.
- Builds and maintains relationships with employees across the organization as a visible, accessible, and dependable support in the vision and direction for HR services and the City’s strategic plan.
- Models the City’s values and leadership philosophy in support of fostering a high-performance HR team and organization.
- Collaborates with other team members to provide seamless HR services in a consultative manner, empowering subject matter experts and supervisors.
- Ensures professional development and continuous learning for self and HR team.
Minimum Qualifications
- A bachelor’s degree (preferably in human resources, organizational development, business, or public administration) or equivalent directly related and progressively more responsible experience.
- At least 5 years of experience – primarily in the total rewards areas of compensation and classification, benefits, wellness, safety and risk management – providing or leading professional level human resources services.
- Working knowledge of best practices in areas of specialized expertise and general HR service area awareness.
- Demonstrated human resources supervisory and leadership skills.
- Must have effective communication and organizational skills, as well as experience delivering presentations and conducting training sessions for individuals and small to medium-sized groups.
Preferred Qualifications
- Professional certification (HRCI, SHRM, PSHRA, WorldatWork, IFEBP, and/or OD Network)
- Experience working in city or county government
